Dr. Thomas Le Goff is Associate Professor of Law at Télécom Paris – Institut Polytechnique de Paris, working at the intersection of digital regulation and sustainability.
He holds a PhD from Université Paris Cité, with a dissertation on AI regulation in the energy sector, and spent six years at Électricité de France (EDF) before joining Télécom Paris, where he teaches and researches AI sustainability and co-leads the Financial AI Laboratory (FinAI Lab), a joint lab with BNP Paribas.
As a non-resident Visiting Fellow at ZIBR, hosted by Prof. Markus Schreiber, Dr. Le Goff will pursue two research streams over ten months, from September 2026 to June 2027: the legal implications of blockchain and agentic AI converging in energy and finance, and the governance of data centres amid competing pressures on sustainability, competitiveness, and technological sovereignty. The fellowship is expected to produce a joint academic paper, "The Convergence Between Blockchain and Agentic AI: Legal Implications in Energy and Finance," and a policy paper, "Governing the Data Centre Trilemma in Switzerland."
